不同管理体制下体育事业融资体系比较研究 责任者姓名 职务职称 学位 所在单位名称及地址 王宗萍 教授 博士 重庆工商大学 张淑慧 讲师 博士 重庆工商大学 薛正宽 助教 硕士 重庆工商大学 任 毅 助教 硕士 重庆工商大学 邹湘江 助教 硕士 重庆工商大学 2009年8月 摘 要：随着我国体育事业的不断发展，我国体育管理体制逐步由政府主导型向政府——社会结合型转变。然而，在体育管理体制改革的过程中却存在相应的配套制度体系建设落后，特别是体育事业融资渠道单一、经费不足、融资体系尚未建立的问题，成为阻碍我国体育事业发展的重大难题。本研究按照国家对体育的管理方式和对体育介入方式的不同，将体育管理体制分为政府主导型、社会主导型和政府与社会共同管理的结合型三种类型，主要分析在这三种管理体制下体育事业融资体系的特征，并结合案例介绍了发达国家体育融资的成功经验，通过对发达国家体育事业融资体系的比较研究，为我国体育事业建立多渠道的融资机制和体系提供重要的经验参考。 本研究共分为五个部分，第一部分为绪论主要介绍研究背景及研究意义；第二部分主要介绍了三种不同的体育管理体制即政府主导型、社会主导型和结合型的特征以及世界体育管理体制发展的趋势；第三部分主要介绍了体育事业融资体系的涵义、构成部分的特点及体育事业融资体系与体育管理体制的关系；第四部分重点对发达国家体育事业融资体系进行了比较研究，并结合发达国家的案例介绍了不同管理体制下体育事业融资体系的特征以及我国体育事业融资体系在不同管理体制阶段的特征研究；第五部分主要对我国体育事业融资体系的构建提出相应的对策建议。 关键词：体育管理体制；体育事业融资体系；比较研究 The comparative study of the different sports financing system under the different management systems Abstract：With the continuous development of sports, the type of sports management system gradually changes from Government-led to Government - Social- Combined. However, the Sports management in the process of reform there are corresponding system of backward construction ，especially a single financing channels，the lack of funding and financing system of the problem having not yet been established，become an major obstacle to the development of Chinas sports undertaking。 In this study, according to state for sports management and the involvement of different sports, sports management system will be divided into government-led, community-based and government and community co-management of a combination of three types, this paper main analyzes under different management systems , the features of different sports financing system， through the comparative study of the Sports developed-counties financing system for Chinas sports establishment of a multi-channel system of financing mechanisms and provide an important experience reference.
