Environmental management for sustainable development is one alternative to overcome underdevelopment and high population growth rate. On the other hand, the implementation would require the processing of natural resources as an input to development will ultimately have an impact on its surrounding environment.
环境管理的可持续发展是克服经济不发达及人口高速增长问题的一个选择。另一方面，实施需要自然资源理最终会对周围环境影响。This happens when the implementation of development efforts are not based on achievement of objectives and the nature of environment.

Law no.23 of 1997, impact is defined as the influence of human development activities on the environment. This is understandable because the purpose of these laws intended to protect the environment against unwise development.
