Based on Spatial Planning Law, Switzerland divided the constructed area from unconstructed area, adopting classified control on construction of urban and rural areas at federal, state and municipal levels. Each level and type of area has specific responsible body and control method on planning and management. Also, through public participation, Switzerland maintains the justness and promotes higher scientific level of planning, and supervises the implementation of planning.
