东北财经大学津桥商学院本科毕业论文 中小企业税务风险管理研究 作 者 颜卓玥 系 别 经济系 专 业 税务 年 级 2012级 学 号 201215080 指导教师 魏弘 答辩日期 成 绩 内 容 摘 要 税务风险是我国当代企业所面临的众多风险之一，它属于财务风险但又具有法律风险的特征。它已经成为制约我国企业发展的一种主要隐患。虽然国外对于企业税务风险管理的研究已经积累了一定的成果，但目前在国内的相关研究成果还比较少，并且更多的是针对大型企业进行的研究，目前中小企业无论是在数量、提供就业以及科技创新等方面都在国民经济中占有不可替代的地位，但中小企业普遍税负较重、各个成长周期也面临不同税务风险。 本文分为六大部分对我国中小企业税务风险进行了阐述，第一部分，从概述，特点等方面对其进行了简要概述；第二部分，从中小企业税务风险管理的目标和内容两个方面阐述了中小企业面临的现状；第三部分，开展税收风险管理的意义；第四部分，论述了中小企业税务风险管理的现状及原因分析，从而提出有利于中小企业的税收方案；第五部分，提出了对中小企业税务风险管理的对策建议，从而为中小企业创造创值；第六部分，为本文的结论部分。其中，三四五部分为本文重点论述的部分。 关键词：中小企业，税务风险，管理 AbstractThe tax risk is one of the many risks faced by contemporary enterprises in China, it belongs to the financial risk, but has the characteristics of the legal risks. It has become a major hidden danger which restrict the development of the enterprises in our country. Though foreign tax for enterprise risk management research has accumulated a certain achievements, but the related research results in domestic is relatively less, and more research is in view of the large enterprises, both in the number of small and medium-sized enterprises, provide employment, as well as scientific and technological innovation occupies an irreplaceable position in the national economy, but the small and medium-sized enterprise general tax burden is heavier, the growing cycle also face different tax risk. This paper is divided into seven parts in this paper, the small and medium-sized enterprises in our country the main characteristic of the tax risk, through strengthening the management of enterprises in the process of production and operation of tax risk assessment and control, understand the national fiscal and taxation policy changes impact on small and medium-sized enterprise tax, and tax for the small and medium-sized enterprises, for small and medium-sized enterprises (
