Based on constructivism, problem-based learning, web-based learning, and creativity learning theory, main steps of web-based problem solving are discussed systematically. Those are mess finding, data finding, problem finding, problem analyzing, idea finding, solution finding, acceptance finding, and producing and presenting. A web site was developed and a web-based problem solving activity was designed for grade-4 students, who were asked to design and produce creative electric model cars. An exploratory experiment was conducted as well. Results showed conclusively that the web pages of web-based problem solving developed in this study were feasible and could improve student’s creativity and professional knowledge. Nevertheless, in order to assure effectiveness and performance in web -based problem solving activities, grade -4 student’s abilities of discussing and seeking information on the internet needed to be improved in Taiwan.
