中 文摘 要 农村社会保障是一项基本的社会经济制度，也是最基础和最重要的民生问题之一。农村社会保障体系是我国社会保障体系的重要组成部分，是全面建设小康社会的重要内容，也是全面贯彻科学发展观、建立小康社会的重大举措和必然要求，是保持国民经济平稳、快速发展的持久动力。近几年我国农村社会保障发展迅速，基本形成了以社会养老保险、合作医疗、最低生活保障、五保供养和医疗救助等为主要内容的农村社会保障体系。各项制度从无到有、从不完善到逐步成熟，初步保障了农村群众的基本生活需要。农村社会保障的发展和推进关系到农村经济社会的全面健康发展，也关系到农村的社会稳定。在当前我国农村经济发展水平较低的条件下，实现农村社会保障体系的全面完善还为时过早，要正确认识农村的实际情况，在增强农业生产能力的基础上，逐步建立和完善我国的农村社会保障体系，最终使得农村地区人民的社会保障获得较大的进步。 泰州市社会保障事业起步较早，自1996年建立地级市以来，相继建立了养老、医疗、工伤、失业和生育保障制度，截止2004年年末农村参保人员分别达到养老39万人、医疗59万人、失业32万人、工伤41万人和生育31万人。社保制度的建立和不断完善，为泰州市企业改革的不断深入，社会经济的不断发展以及人民生活水平的不断提高起到了不可代替的作用。 关键词：农村社保意义；泰州农村社保现状；改善措施  Abstract Rural social security is a basic social economic system, which is the most basic and most important peoples livelihood issue. In recent years, Chinas rural social security develops rapidly, the basic form of social endowment insurance, cooperative medical care, minimum living security, the five guarantees and the medical assistance as the main content of the rural social security system has established. This system started from scratch gradually mature and perfect, from imperfect to gradually mature, which preliminary protect the basic needs of the rural masses. The development and promotion of rural social security has close connection with the comprehensive healthy development of the economy and the society of rural area, and is also closely related to the stability of rural society. In the current situation, the level of economy is low. Therefore, it is still too early to realize the rural social security. We must gradually establish and perfect our country’s rural social security system by enhancing agriculture productivity based on the reality of rural area.
