Abstract Analysis of full-scale measurements obtained from the instrumented Smedvig West Epsilon jack-up platform operating in the STATOIL Sleipner Vest eld in the North Sea is described. This jack-up platform has a skirted spud-can foundation. The following topics are discussed in the paper:i Comparison between measured and calculated natural frequencies and modes of the plat- form based on modal analysis.i Comparison of measured foundation sti!ness with the design sti!ness.i Comparison between measured and simulated platform response by application of a nonlin- ear time domain analysis. Implications with respect to procedures and assumptions em-ployed for design of the platform are addressed.The comparison between measured and simulated response is performed for a moderate sea state with a signicant wave height of 9.3 m. ?? 1999 Elsevier Science Ltd. However, the reliability level which are implied by existing design procedures with respect to hydrodynamic loading still needs to be assessed carefully.Di!erent design codes apply di!erent criteria for selection of hydrodynamic coe$cients,choiceofdesignwaveheightandperiod,choiceofdesigncurrent,andpartlyfor modeling of water particle kinematics. Thevalidityof existing loadmodelsis accordinglyan issue of continuousrelevance, particularly for extreme load events. Direct measurement of the hydrodynamic load itself is not feasible or even possible.
