The e-government, as the main form of government information, is the product of globalization and informatization, and moreover, the inherent requirements and technical power to accelerate the reform of the government administrative functions. Administrative policy-making, as the foundation of various administrative functions, is throughout the process of government administration. Based on the reference of related literature at home and abroad and the summary of domestic and international famous scholars in the field of electronic government affairs and administrative decision of the essence, this article has made a summary and a expansion on the e-government affairs in our countrys connotation and the development course, the administrative decision of the meaning and the electronic government affairs of administrative decision-making the influence on the quality. Keywords：e-government affairs administrative policy making quality of administrative policy making 对电子政务的研究 电子政务的兴起及其在我国的发展 电子政务（e-government, e-governor）是近几年兴起的概念，它是信息技术发展的必然产物。从世界范围来看，推进政府部门办公自动化、网络化、电子化已经是大势所趋。 孟庆国，樊博．电子政务理论与实践．清华大学出版社．2006 从1993年美国总统克林顿宣布利用信息技术改造政府开始，电子政务就迅速列入了所有工业化国家的政治日程，并随之波及众多发展中国家。在不到10年的时间里，电子政务发展就经
