山东财经大学金融学(保险方向)辅修专业学士学年论文 山东财经大学金融学(保险方向)辅修专业学士学年论文 我国新型农村社会养老保险制度的现状分析及对策研究 摘要 众所周知，当前我国已然进入老龄化社会，但我国经济尚处于较低水平，国家、社会和家庭都面临着较为沉重的养老压力，养老问题成为我国社会未来一段时期内的重大问题，特别是我国近9亿的农民的养老问题，更是成为中国目前绝不可忽视的大问题。为此，我国已经建立农村社会养老保险制度，希图提早准备应对未来的养老难题。养老保险制度是我国全面建成小康社会的一个重要举措，也是缩小城乡差距的必然要求，对于我国未来的经济发展和社会稳定至关重要。虽然我国实施的新农保较于旧农保已经呈现出明显的优势，但是，新农保也不是尽善尽美的，无论是在制度设计上，还是在制度实施过程控制力方面，还是在实施效果的保证方面都存在着不完善的地方，这就需要我们进行全面深入细致的分析探讨，以求更好地完善现行制度。本文拟对我国当前农村社会养老保险制度的实施情况及暴露出的问题进行探讨、归纳和总结，并针对问题提出科学合理的对策建议。 关键词：农村；养老保险制度；新农保 Chinas new rural social endowment insurance system present situation analysis and countermeasure research ABSTRACT As everyone knows, China has entered the aging society, but Chinas economy is still at a low level, the state, society and families are facing more heavy pressure on pension, pension issue has become Chinas major social problems in the next period of time, especially the pension problem in China in the last 900 million of the farmers, it is become a big problem now China never be ignored. This has been the establishment of rural social endowment insurance system in China, to prepare to deal with future pension problems. The endowment insurance system is an important measure to build a well-off society in an all-round way, and it is also an inevitable requirement to narrow the gap between urban and rural areas. Although Chinas implementation of the new agricultural insurance and old agricultural insurance has obvious advantages, but the new agricultural insurance is also not perfect, whether it is in the design of the system, or the implementation of process control in power system, there are still imperfections in the implementation of the effect of the guarantee, which requires us to analysis and comprehensive study, in order to improve the existing system. This paper intends to discuss the current situation and problems of rural social endowment insurance system in our country, and put forward scientific and reasonable countermeasures.
