Based on new institutional economics Changes of China#39;s Higher Education Assessment System

Abstract: Using the New Institutional Economics Institutional Change analytical framework to study the assessment of China’s 20 years of higher education institutional development and institutional change process makes sense. The emergence of China’s higher education evaluation system and development process is the reform of China’s higher education management system closely linked. Primarily in the form of its change is mandatory changes, early system of ample supplies, while the latter is relatively insufficient. Mandatory Changes for the assessment of China’s Higher Education a comprehensive and effective implementation has played a positive role, but at the same time is not conducive to the healthy development of higher education assessment system. At present, the only choice is mandatory system changes and induced institutional change with changes in the path of the system, using market-based guidance strategy, in order to make higher education assessment system demand and supply system to achieve dynamic balance.

1 Introduction
North’s analysis of economists under the new system, the system is divided into the formal system and informal system.
