College debt situation Causes and Countermeasures Abstract: From the input of funds and expenditure management of colleges and universities to start analysis of the formation of colleges and universities liability context, and focus on the causes of debt before and after enrollment in colleges and universities should be straightened out before and after the debt reached enrollment effects caused by changes in the main, and then from the government and schools to resolve the two dimensions of risk of liability policy recommendations and operational measures. The Government should assume responsibility for repayment, a scientific and rational allocation of educational resources, the establishment of education funding guarantee mechanism of input; schools should do three plans, take the initiative to fight for social contributions, increase the comprehensive utilization rate of people of property.  Keywords:: colleges and universities; liability; resolve  Abstracts: Beginning from the introduction to operation mechanism of universities’funds, this paper analyzes the forming and especially the causes of universities’ debt before and after the enrollment expansion respectively. The paper proposes the policy and countermeasures to avoid the debt risk from the level of the government and the  university. It is held that the government should take the responsibilities of repaying the loans, scientifically and reasonably dispose education resources, and establish investment safeguard mechanism of education funds.
