These expenses include costs for license fees, costs for wireless spectrum, interconnection arrangements, network management expenses, roaming system costs, labour costs, billing system costs and the subsidy for local wireline residential service in Canada. Terms and Conditions 1. The System Administration Fee is applied to each wireless, FleetNet 800™ and wireless data access on a customer account. 2. The following accesses and rate plans are exempt from the System Administration Fee: • FleetNet 800 Pay Per Use Rate Plan • Paraplegic Rate Plan • Prepaid wireless access • Wireless Modem 0.125MB Plan • All for One Rate Plans C • Basic Talk Text Plan • More Talk Text Plan | • Talk, Text Unlimited Data Plan | 3.
