大 连 民 族 学 院 本 科 毕 业 设 计（论 文） 碳审计相关问题探讨 ——基于政府审计公告的分析 学 院（系）： 国际商学院 专 业： 会计学 学 生 姓 名： 高航 学 号： 2009011210 指 导 教 师： 高强 评 阅 教 师： 完 成 日 期： 大连民族学院 摘 要 近些年，大气中温室气体的浓度急剧地在上升，导致全球的气候变暖，人类生存的环境面临日益严峻的威胁。实施低碳经济政策、控制碳排放就成为社会和谐发展的明智抉择，而实施碳审计也是当前的大势所趋。碳审计是环境审计的一个重要方面，是国家审计适应经济发展方式转变，提高国家审计地位和作用的重要途径。本文基于政府审计公告的视角，对碳审计的相关问题进行了探讨。文章共分为碳审计的概述、碳审计在我国的实施情况、碳审计实施现状的分析和完善碳审计的建议四个部分。第一部分阐述了碳审计的背景、含义、内容、目标和职能，以及实施碳审计意义；第二部分介绍的是碳审计在我国实施的总体情况和具体实施情况；第三部分结合政府审计公告对我国碳审计的现状进行了简单的分析，其中浅谈了我国碳审计的政策制度环境、主体、客体、内容和存在的一些问题；第四部分则为我国碳审计工作的完善提出了合理的建议。本文基于政府审计公告，对碳审计的相关问题进行了探讨，叙述了碳审计对构建资源节约型、环境友好型社会的重要性，阐明了碳审计是促进我国经济增长和和谐社会发展的的重要举措。 关键词：低碳经济；碳审计；政府审计公告；建议 Carbon Audit Related Issues- Based on the analysis of Government Auditing Notice Abstract In recent years, the atmospheric concentration of greenhouse gases to rise sharply, leading to global warming, human survival environment is facing increasingly serious threat.
