Tianjin 300410 ABSTRACT In this paper the procurement of essential medicines with target quantity in centralized bidding and purchase of essential medicines was discussed and the advantages of this procurement mechanism were analyzed. The approaches were applied such as “the linkage of quantity and price ” to reduce the drug price in centralized bidding. The possible prob- lems were analyzed such as the excessive concentration of supply and the difficulty to meet the various needs of medication ， which may be caused by the exiting situation of “one product with three dosage forms and two specifications ” and “sole source commitment”.
