Under the situation that the development of modern sport has become a dedicated social activity participated by all citizens, sports right as a specific right in basic rights of citizens is gradually becoming an independent right. This investigation reveals the following findings: In part of the schools, some teachers did not give the lectures in accordance with the physical education teaching syllabus, and damaged the right of students for getting knowledge about sport; students’ scores in physical education class were filled out by the teachers at their own discretion; physical punishment or disguised physical punishment was carried out on some students in physical education class; the sport and health course was not opened and extracurricular physical exercising activities were not carried out as required.
