For this reaso , there are ma y hills but few mou tai s, the area of hills makes up more t ha tw o thirds of the whole la d area. I order to keep ecological bala ce of isla ds, the utilizatio of isla d hills a d mou tai s should take exploitatio of forests as the mai to co serve water source a d w atersoil, a d forests become a importa t factor i keepi g ecological bala ce a d sustai able developme t of isla ds. At the same time we should make good use of forests through setti g up forest ature protecti g area a d forest parks a d developi g forest tourism.
