基干公平关切微政务信息公开收益共享契约探究 　　〔摘要〕针对实施微政务信息公开服务中的收益共享问题，构建了公平关切视角下微政务信息公开供给者（以政府为代表）与微政务信息公开使用者（以公众为代表）的收益共享契约模型。设置了政府与公众同时具有公平关切且公平关切程度相同、只有政府具有公平关切、只有公众具有公平关切三种情形，探究了公平关切程度对于微政务信息公开的收益共享系数可行域、实施微政务信息公开后增加的系统收益、微政务信息公开主体的收益共享系数发展趋势、微政务信息公开比例、双方主体各自收益的影? 〔关键词〕微政务；收益共享契约；公平关切；信息公开 DOI：10.3969/j.issn.1008-0821.2017.01.006 〔中图分类号〕D035-39〔文献标识码〕A〔文章编号〕1008-0821（2017）01-0031-06 〔Abstract〕For the implementation of micro-management of government affairs disclosure service in revenue sharing problem，based on fairness concerns，the paper took the government as representative of the supplier of micro-management of government affairs disclosure and the public as users of micro-management of government affairs disclosure of revenue sharing contract model.The paper set up the government and the public also with fairness concerns and fairness concerns to the same degree，only the government has fairness concerns，only the public with fairness concerns three kinds of situations，explored the degree of fairness concern for micro-management of government affairs disclosure of both parties benefit sharing coefficient of the feasible region，increased revenue of the implementation of micro-management of government affairs disclosure，development trend of revenue sharing coefficient of micro-management of government affairs disclosure，proportion of micro-management of government affairs disclosure，both parties and respective income effects. 〔Key words〕micro-management of government affairs；revenue sharing contract；fairness concern；information disclosure 2011年以来，微政务作为一种“互联网+”的新兴领域方兴未艾，并且在政府信息公开领域发挥着越来越重要的作用。实施微政务信息公开，给政府和公众带来了众多收益。国内外关于微政务信息公开收益方面的研究，主要包括：①微政务信息公开完善了公众与政府的沟通方式，增强了政府对公众服务的主动性[1]（房海灵等，2015）②实施微政务信息公开取得的收益体现在：革新政府执政方式、提高执政效率、引导社会舆论、树立政府形象等方面[2]（姜笑君，刘玉潭，2015）③微政务信息公开推动了政府信息公开领域的发展[3]（Meijer，Albert Jacob，2016）④微政务信息公开收益评价指标[4]（Chien-Wen等，2014）。已有研究，都是从单一个体（政府或者公众）角度探讨微政务信息公开带来的收益，没有将政府和公众作为一个整体，从系统的角度研究微政务信息公开的收益；也没有从政府和公众合作共赢的角度研究如何激励微政务信息公开。因此，需要摒弃传统的被动控制或命令等激励方式，采用收益
