Monographic Study Social Services for the Disabled / 专题研究 残疾人社会服务/ 残疾人社会服务 与养老服务制度衔接研究 ——以江苏省为例 ■王 磊 【摘要】 近年来我国老年人口呈现出老年人口残疾化，残疾人口老龄化的特征，残疾人社 会服务与养老服务的制度衔接成为解决问题的关键。现有残疾人社会服务中制度资源碎片化、 残疾医疗模式、基础保障落后的弊端凸显，究其原因主要是由于福利供给体制不畅，福利供 给网络阻隔，福利供给对象失衡。实现残疾人社会服务与养老服务制度衔接，应以对象衔接、 体系衔接和机制衔接为路径，以期对制度衔接提供有益参考。 【关键词】 残疾人 ；社会服务 ；养老服务 ；制度衔接 Research on the Connection between the Social Service of the Disabled and the Elderly --Takes Jiangsu Province as an Example WANG Lei 【 】In recent years, the elderly population in China is characterized as the aging Abstract population and the aging of the disabled. In order to improve the welfare of the disabled, the system connection between social services and pension services for the disabled has become the key to solve the problem. Through the analysis, it found out obvious disadvantages including the system resource fragmentation, the disabled model and the basic guarantee of the disabled social services. The main reason is that the welfare supply system is not smooth, welfare supply network barrier, as well as unbalanced welfare supply object is.
