Abstract In recent years, Chinas housing prices continue to rise. The housing pressure has become the main pressure now which affects the peoples livelihood. The incresing housingpricesbringenormousnegativeinfluenceon sustainabledevelopment,thesocial gap between the rich and the poor, inflation and a decline in the government social credibility. After the reform of tax in 1994, in order to meet the needs of city infrastructure, socialwelfare and othernecessary functionsofthe localgovernmentrequirements,more andmorelocalgovernmentsmakeuseofourland systemand sellhugeamountsofland forprofit.Especially inrecentyears,landfinanceintensified,severalyearsinarowover the local government tax revenue. The second fiscalbecame the firstpower to support local government fiscal expenditure. more and more experts and scholars concern the topic,thehighlandpricesexplainthehighhousingprices. Thisthesisfirst reviewstherelatedtheoriesandresearch ofexpertsand scholarsat homeandabroad,andthengeneralizestheconnotation anddevelopmentofourcountry’s land finance and real estate market.And then,based on the above theoretical analysis,it does the empirical analysis by using VAR model based on the relevant data of Qingdao.The empirical analysis results show that the fiscal dependence on land indeed hasasignificantlypositiveinfluenceonthecommericalhousingprice.Finally,inorderto cub the growing commercial housing price from the angle of the fiscal dependence on land,therecomessomesuggests:thetransformationofgovernmentfunction,thereformof the iscal and taxation system,building a reasonable system of achievements assessment andpromotion,establishingthelandfund,etc.Hopethattheresearchofthisthesiscanrich the theory of relationship bet
