Abstract The national basic public health services project is the important content in promoting the gradual equalization of basic public health services, but also the significant measure in protecting and promoting the health equity of residents. The government are taking efforts to build a harmonious society, promote social fairness and justice, and strive to improve the fairness of health services. In March 2009, the state council officially published Suggestions from the state council of the communist party on deepening the reform of medical care system and “the notice from the state council about printing and distributing the recent key implementation plan (2009-2011) on medical health system reform, and put forward to promote equal access to the basic public health service gradually as one of five important reforms in 2009-2011. This paper focus on analyzing the differences in Qingdao between urban and rural residents on acquiring the national free basic public health services and exploring the causes of unfairness from the aspects of policy and implementation. The paper aims at effectively propose relevant recommendations on promoting the equalization of basic public health services. With the establishment of fair evaluation indexes through the literature method and expert interview method, the paper compares difference of fairness between urban and rural areas with statistical methods of index data-using-rate comparison and chi-square test.
