市场经济与资源配置研 城市支点、协调发展 与长江经济带城市群走向* Urban Fulcrum, Coordinated Development and the Trend of Urban Agglomeration in Economic Belt of the Yangtze River 赵 吉 内容提要 城市群已经成为我国推进城镇化的主体形态。 以国家批复的三大城市群规划文本为基础，对我国城 市群的发展战略、规划理念及其局限进行分析发现，当前我国进行的是以建设促发展的城市群发展战略，以核 心城市为支点，重视协同发展，强调政府角色和职能转变以及体制机制创新，关注生态建设，是其主要特征。 从 文本上看，我国的城市群发展规划也存在一定局限。 从国家治理与经济社会发展全局出发，分析规划的局限性， 对于优化城市群发展具有重要意义。 关键词 城市群发展 长江经济带城市群 区域经济 作者单位 武汉大学政治与公共管理学院 湖北武汉 430072 Zhao Ji Abstract ： Urban agglomeration has become the main form of urbanization in China. Based on the three urban agglomeration plans approved by the government, this paper analyzes the development strategy, planning concept and limitations of Chinas urban agglomeration. It can be found that the current development strategy of Chinas urban agglomeration is to promote the development of the urban agglomeration, to focus on the core city as the fulcrum, and to emphasize the role of the government and the functional transformation. From the text, Chinas urban agglomeration development plan also has certain limitations. This paper analyzes the limitations of planning from the overall situation of,the national governance and social development, which is of great significance for optimizing the development of urban agglomeration.
