Keywords: crops; intellectual property rights; protection; industrial operation; operating mechanism 自我国1999年开始植物新品种保护以来，农业植物品种保护名录逐年增多，1999到2009 年3 月31 日，申请保护量多达5739 件，其中已授权2073 件。尽管申请保护量已非常大， 但将这些拥有知识产权的新品种转化成产业的速度和规模都还有很大的发展空间。作为市级 研究单位的宜宾市农业科学院植物新品种权保护的申请量达 46 件，在全国中的排名居 13 位，品种权转让收入近 1 亿元人民币，这些具有自主知识产权的新品种累计推广面积已近2 2 亿hm ,总产值达20000 亿元人民币,农民增加纯收入多达2000 亿元人民币。所以该院在植物 新品种权保护方面的经验和新品种产业化经营方面的机制都可供讨论和思考。 一、宜宾市农业科学院农作物知识产权保护及其产业化工作状况 （一）、在作物新品种保护及其产业发展方面的贡献
