江苏工艺美术业的现状研究和发展对策 　　【摘要】江苏工艺美术门类之全、品种之盛居全国之首，但通过调研我们发现江苏工艺美术市场和工艺美术业仍存在许多问题。针对存在的问题，笔者以为江苏可以从理顺管理体制、培育生产要素市场、启动人才培养工程、推动资源整合、推进技艺创新、实施保护政策等方面进一步发展和做大做强工艺美术业。“十一五”是江苏利用工艺美术业启动本省文化产业走向兴盛的重要转折期，而在“十一五”期，成立“一会”、建立“一馆”、设立品牌、订立法规的“四立工程”是江苏奠基江苏工艺美术辉煌明天的伟大工程。 　　【关键词】江苏工艺美术 发展对策 文化产业 “十一五” 　　 　　Investigations and Strategies about Industrial Arts 　　of the Province of Jiangsu 　　Cheng Qiaoming 　　（Nanjing University of Aeronautics and Astronautics) 　　Abstract: The full classes and sorts of industrial arts of Jiangsu are more than any other province in China, but we find that there are some questions within the marketing and trades of industrial arts of Jiangsu by our investigations. How will we make up those insufficiencies and promote industrial arts more development? I think that we may realize our purpose by adjusting the systems of management, establishing the marketing of procreative elements, starting the project of fostering persons with abilities, promoting the harmonies of resources, accelerating the innovations of crafts and actualizing the policies of protecting. The Eleventh Five Years will be the important transitional period which Jiangsu develop its cultural industry utilize industrial arts. And in the Eleventh Five Years, found an institution of industrial arts, build a museum of industrial arts, confirm a group of name brands of industrial arts and constitute the laws of industrial arts may be named Sili Project. Sili Project will be a great project through which Jiangsu create the fine future of industrial arts. 　　Key Words: Industrial arts of Jiangsu; Strategies of development; Culture industry; the Eleventh Five Years 　　 　　江苏省工艺美术业历史悠久、技艺精湛、品类丰富、文化积淀深厚。据调研显示，江苏工艺美术品有23个门类，近500个品种，门类和品种之全列全国各省之首；国家级工艺美术大师33人、省级工艺美术大师92人、省级工艺美术名人124人和高级工艺美术师400多人，人员之盛也列全国各省之首。但近几年的数据还显示，江苏工艺美术市场和工艺美术业的业绩却从没有位居各省之首，与山东、浙江、广东相比，江苏总是稍逊风骚。随着人民物质文化生活水平的提高和全面建设小康社会步伐的加快，“十一五”发展期成了江苏发展工艺美术业的“黄金机遇期”。如何坚持以人为本，用科学发展观统筹全省工艺美术业的发展，做大做强市场潜力大的门类，做优做精艺术附加值高的门类，切实保护濒临灭绝的门类，成了摆在江苏进入二
