Concentration on highway projects which use large-section mode comes from many participants. Advantages are analyzed from aspects like organization foundation and functioncoordinationcontractor selection and resource allocation. What’s moresuggestions are proposed that organizational management should be in an efficient way with specific rights and duties and contractor’s ability. At lastthe measurement payment process of a mountain highway project is simulated using Arena 14.0 and positive result comes outwhich shows that organizational efficient is improved in large-section mode.
