摘 要 目前，我国地方政府债务的规模较为庞大，且有不断攀升之势。截至2010 年底，我国地方政府债务的总余额达到 107174.91 亿元，首次超过了十万亿元。 地方政府债务中所存在的问题也在不断的暴露出来，对地方政府债务问题和原 因的研究已到了迫在眉睫的阶段。 地方政府是国家构成中的一个重要组成部分，地方政府的稳定、和谐发展 直接决定着整个国家的安定团结。地方政府债务问题的存在会给地方政府带来 一定的影响，需要及时对地方政府债务的问题和原因进行研究，防止问题的继 续扩大而影响到整个社会、经济、政治等多方面的发展。 本文主要是通过对地方政府债务的现状进行分析，发现其存在的问题，并 对问题形成的原因进行深入的研究。具体包括五个部分：第一部分介绍了本文 写作所依据的理论基础，涉及市场经济体制理论、公共财政理论和地方政府债 务理论；第二部分对地政府债务的现状进行分析，掌握地方政府债务的结构和 规模；第三部分对地方政府债务的问题进行分析和整理。发现地方政府债务的 规模总量大，债务结构复杂，债务责任约束软化以及缺乏有效的偿债机制；第 四部分对地方政府债务形成原因的分析。通过对原因分析，可以归纳为以下四 点：经济体制和政策性原因、财政体制和制度性原因、债务管理原因和政治治 理机制原因；第五部分对本文进行了归纳和总结，提出了少许的建议。 【关键词】地方政府债务 债务规模 债务管理 财政体制 1 Abstract At present ，our local government debt scale is large ，and there is a rising trend. As of the end of 2010 ，the total balance of local government debt in China reached 10,717,491,000,000 yuan in China，for the first time it was more than one hundred thousand yuan. The local government debt problem has been exposed ，the research on local government debt problems and reasons have been to imminent stage. The local government is an important part of the national constitution ，the harmonious and stable development of the local government directly determines the whole of the country ’s stability and unity.
