Abstract It is said that Social management innovation is the topic that the society and academia focus on in recent years. With rapid growth of Chinas economy in 30 years, gradually, the social contradictions also accumulate. As the rapid expansion of the material wealth, anxiety in the society also has been spread widely, especially in countrysides. Seen from the scope of the innovation of village social management, the research which emphasizes on safeguard mechanism become imperative. At present, the researches about the innovation of village social management are scant, especially the researches focusing on safeguard mechanism. Hence, this article takes the view of village social management and takes Ningxiang in Hunan for example to analyze the current situation of the innovation of social management and solutions to confront with the situation, which has a certain pioneering meaning and theoretical value. This paper can provide scientific basis for government departments to promote the innovation of village social management. Moreover, it is also able to provide academic research with theoretical reference for the innovation of village social management. Besides, some countermeasures also can provide direct inspiration and guidance to the work. This paper is divided into five chapters. The first chapter mainly introduces the background, the purpose and the meaning of this topic. It is based on the achievements at home and abroad and puts forward the main research contents, research methods and main innovative points. The second chapter describes the safeguard mechanism in the innovation of village social management, and introduces the related theory, and expounds the significance of establishing the safeguard mechanism in the innovation of village social management.
