中文摘要 在世界经济一体化和全球产业结构调整加速的时代背景下，国际旅游岛建 设上升为国家战略，海南又迎来新一轮的发展机遇。在此背景下，美兰作为海口 市中心城区，产业发展站在了全新的历史起点上。研究美兰如何找准领军领域， 发挥并扩大比较优势，形成富有特色和竞争力的产业体系，是我们面临的重要 研究课题。 本文首先阐述了国家、海南省、海口市的产业发展政策，并横向比较了海口 市其他三个区的产业布局。其次，阐述了美兰区的产业发展现状，并运用 SWOT 模型分析了美兰产业发展的优势和劣势、机会和威胁。再次，运用主导产业的 选择基准、主导产业的约束条件分析等理论，结合上文的政策环境、产业发展 优劣势等分析，研究确定了“四地一中心”的总体产业发展战略，并从功能区 划和生产力布局、现代服务业、农业、工业四个方面对该战略进行详细阐释。 最后，提出了六条具体措施，以保障总体产业发展战略顺利实施。 关键词：美兰区 国际旅游岛 产业 发展战略 ABSTRACT Nowadays under the background of the world economic integration and global industrial structure adjustment acceleration, construction of International Tourism Island of Hainan has been up upgraded to our national strategy, which is another new development opportunity for Hainan. As a central district of Haikou city, Meilan district’s industrial development is standing on a new historical starting-point in this context. It is an important research project for us to study how Meilan district could capture leading fields, exert and expand comparative advantages, and form the distinctive and competitive industrial system. Firstly, this article elaborates industrial development policies of the State, Hainan Province as well as Haikou city, and horizontally compares industrial layout of the other three districts of Haikou city.
