公安院校成人教育师资库及专家库建立探索 　　摘 要 公安院校成人教育不同于其全日制本科、研究生教育，它主要用于为广大在职公安干警提升学历、提升专业水平和办案能力。无论是为函授学历教育还是为在职警察培训教育授课，都应有相应独立并成熟的教师队伍。笔者首先对“双库”建立的价值与意义进行了剖析，之后通过授课教师存在的授课内容缺乏专业特色、案例分析缺乏实战特色、课程设置缺乏创新特色和教师缺乏竞争特色这四点问题，陈述了对“双库”建立的探索，即严格选聘和准入门槛、严格锻炼和实战培养、鼓励进修和出国深造、建立竞争和奖惩机制、校内及外请专家的整合 关键词 公安院校 成人教育 师资库 专家库 中图分类号：G451 文献标识码：A DOI：10.16400/j.cnki.kjdkx.2017.04.020 Exploration on the Establishment of the Library and Expert Database of Adult Education in Police Colleges and Universities JIANG Kefang （National Police University of China， Shenyang， Liaoning 110854） Abstract Adult education in public security colleges is different from its full-time undergraduate and graduate education， which is mainly used to improve the education level， improve the professional level and the ability of handling the case. Both for correspondence education or In-service Police Training and education， there should be an independent and mature teachers. The author firstly analyses the value and significance of the double base built， followed by teachers of teaching contents lack of professional characteristics， case analysis of the lack of actual combat characteristics， curriculum and teachers’ lack of innovation characteristics lack of competitive feature of the four point problem， stated the exploration of “double base” establishment， namely the integration threshold， a strict selection and exercise strict access and combat training and encourage education and study abroad， the establishment of competition and incentive mechanism， and invited experts of the school. Key words police colleges； adult education； teachers database； expert database 1 公安院校成人教育师资库与专家库建立的价值与意义 公安院校成人教育不同于其全日制本科、研究生教育，它主要由函授学历教育和在职警察培训教育组成，主要用于为广大在职公安干警提升学历、提升专业水平和办案能力。无论是为函授学历教育还是为在职警察培训教育授课，都应有相应独立并成熟的教师队伍。目前，公安院校成人教育的师资库与专家库的建立仍然不完善，教师授课还处在“混合授课”阶段，即：成人教育与全日制教育未分家，制定教学计划时未针对成人教育编排独立的教师。从在职公安干警的特殊性和培训效果上来看，有相当的教师确实不适合甚至还没有能力和资质给成人教育的学员授课。所以，为公安院校成人教育建立独立的、完善的、成熟的师资库与专家库是十分必要和迫切的 2 目前公安院校成人教育授课教师存在的问题
