宅基地退出过程中利益各方博弈行为分析 　　摘 要：当前，土地管理存在两个主要矛盾，一是城市发展对土地的需求和农村集体建设用地大量废弃的矛盾，二是建设用地的增加和耕地保护间的矛盾，这两个矛盾是相互联系、相互作用，其中的关键就是如何盘活农村集体建设用地。该文运用博弈论的方法，以中央、地方和农户三者为研究对象，分析了中央政府与地方政府、地方政府与农户在宅基地退出、退出后用途中的博弈行为和收益情况。在理性假设前提下，主要得出以下结论：（1）地方政府的策略选择与其发展的阶段性特征及自然环境现状相关；（2）地方政府缺乏将宅基地退出后的建设用地指标用于生态用途的动机；（3）由区位决定的宅基地升值空间直接影响了农户策略选择；（4）政府主导的宅基地退出应满足退出农户对社会服务的需求。宅基地退出政策是提高土地使用效率的重要手段，既有利于减少农村的土地浪费，又可以满足城市发展对建设用地的需求 关键词：宅基地退出；博弈论；中央政府；地方政府；农户 中图分类号 F321.1 文献标识码 A 文章编号 1007-7731（2017）10-0006-07 Abstract：At present，our country land management are two principal contradiction，one is the urban development and the demand for land and rural collective construction land the contradiction between a large number of abandoned，the second is the increase of construction land and the cultivated land protection，the contradiction between the two contradictions are interrelated，interaction and the key is how to revitalize the rural collective construction land.This paper uses the method of game theory to the central government，local government and farmers as the research object，analyzes the central government and local government，local government and farmers in rural homestead，the purpose of the game behavior and later returns.Under the precondition of rational hypothesis，the main draw the following conclusion：first，strategy of local government and its mechanism of human development and the present situation of the natural environment；Second，the lack of local government will land after the exit of construction land index for ecological use motivation；third land appreciation space determined by the location of housing directly affects the farmers strategy choice；fourth，the government-led rural homestead exit should satisfy the withdrawal from farmers demand for social services.The homestead exit policy is an important means of improving the efficiency of land use，can reduce the waste of rural land，and can meet the demand for construction land in urban development.
