Abstract: With the general implem entation of PSC ( port state control) , a sires of problems existing in the system h ave occurred,
su ch as strong interf erence from outside non- technical factors, excessive pow er of PSC off icers, poor implementation of PSC,
inherent faults of PSC itself and so on . Based on the data and policy analysis of these problems, the causes are researched and the
developm ent of PSC is discussed in the paper , which w ill have some significance of ref erence for PSC better implementation and
developm ent .
