SCATS is installed in cities on the border of NSW and Queensland at Tweed Heads approximately 1000kilometeres and also in Albury on the NSW Victoria border. SCATS is also installed in NSW country towns such as Orange, Coffs Harbour and Bathurst. The TMC can monitor and interface with all of these regional cities in the State. * * * * * * * * * * * Using data from nominated detectors at representative intersections, SCATS calculates every cycle: A recommended cycle time or RL. The current cycle time (CL) will move towards the RL if allowed (ie the CL may be LOCKED and cannot move). The change to CL is limited to prevent over-reaction. Usually it can move within the range of +/- 6 seconds (ie if CL is 82 and RL is 84, CL changes to 84). However, if a trend in excess of 6 seconds in one direction is established for 3 consecutive cycles, CL can change within the range of +/- 9 seconds. (ie if CL is 65 and RL is 100 seconds for 6 cycles, CL becomes 66, 72, 81, 90, 99, 100. Phase or STAGE times. These are contained in phase split plans which are defined by the traffic engineer (each intersection may have 1, 4 or 8 split plans). SCATS votes for a the split plan which would produce the most equalised saturation on each of the monitored approaches. Two methods are available for picking the plan with the best phase splits: Vote for the plan which would result in the lowest equalised saturation on all nominated approaches. If 2 votes for the same plan are produced in the last 3 cycles, SCATS copies the contents of that plan into the running plan. Using a table of changes to the running plan (increments and decrements within a range of +/- 4%) , select the best change to the running plan.
