ZHOU Zi-yi (北京交通大学经济管理学院，北京 100044) (School of Economics and management , Beijing Jiaotong University , Beijing 100044, Chi且a) 摘 要:随着我国大城市交通拥挤的日益严重，对城市空间结构进行调整和战略 引导的问题愈发突出。在阐述国有铁路参与市域(郊)铁路发展的必要性与可行性 的基础上，以北京市郊铁路2 号线为例，分析国有铁路参与市域(郊)铁路发展在 产品属性、顶层制度、责权利、资产界面、清算补贴方式等方面面临的困境与挑 战，提出应借鉴发达国家在构建路地双方合作外部机制上的丰富经验，建立促进 我国市域(郊)铁路发展的多层合作机制，探索市域(郊)铁路外部效益内部化的商业 模式。 关键词:市域(郊)铁路:发展机遇;合作机制 Abstract: With the ever growing traffic congestion in the metropolitan areas of China , the issues of urban spatial structure adjustment and strategic guidance become more and more prominent. The paper first elaborates the necessity and feasibility for the national railways to participate in the construction and operation of urban/suburban railways system , then analyzes the challenges and difficulties encountered in views of product attributes , top institutional arrangements , responsibility- rights-benefits of di仔erent parties, assets interface setting and revenue settlements and subsidizing methods in the 臼se study of Beijing Suburban Line No.2(S 2) , and ∞mes to the conclusion that a multiple layer cooperation mechanism should be established to promote the development of urban/suburban railways and new business model should be explored to internalize those external benefits brought by the opening of new urban/suburban railways in reference to various intern
