As a special area, the development of suburban national park is in an awkward position between “urban development” and “landscape protection”. This paper will take land use of suburban national park as the study object to illustrate its main problems with case analysis, and explore the reasons from the aspects of urban planning system and land use classification. Based on the analysis above, this paper proposes the land use strategy from three points: urban and landscape composition, urban planning system and land classification. It also highlights the specific operational measures and the anticipated theory goal.
