Brownfields redevelopment is one of the important topics for sustainable development in developed countries. Japan is also facing the brownfields problem. However the policy and the low system in Japan have several problems such as lack of public brownfields information and support system for cleanup. This paper reveals policy of federal, states and local governments in the U.S. especially focus on planning process and strategies for local governments in corporation with federal and states government. Through three case study cities in New England following points are important for successful brownfields redevelopment. Local governments in case studies have the strategy for brownfields development on the ground of estimated cleanup cost, site location and citys masterplan. Public involvement is vital to reduce neighbors concern for brownfields. Several grants, particularly funding for assessment by federal government are main resource for local governments to develop their strategy. Liability protection, risk-based approach and brownfields database by states are also important to reduce cleanup cost and to attract private developers. As
