Abstract :By studying the characteristics of Chinese Professional Football League and analyzing the
reason of “match － fixing ，gambling and black whistle ”in football games ，it is believed that the rea-
son of repeated misbehavior in football games is lacking of supervision ，which causes the benefit of
misconducts far greater than cost input． The author put forward the strategy of increasing the costs of
legal sanctions and economic sanctions on misconduct ，reducing the cost － benefit of misconduct ，
improving the spirit costs of misconduct ，in order to curb behavior of “match － fixing ，gambling and
black whistle ”in football games in China．
