纵向基金资助研究课题 Government Founded Research / 南方建筑 / South Architecture 2016.6 * 基于全域规划视角的市县规划变革思考 ——以广东增城规划实践为例 Reflections of County-level City Planning Reform from a Comprehensive Planning Perspective: the Planning Practice of Zengcheng, Guangdong １ ２ 龚蔚霞 　张虹鸥 Gong Weixia　Zhang Hongou 摘要　2014 年广东增城被确立为全国“多规合一”的 28 个试点之一，基于增城多年持续的总体规划实践、近期“多 规合一”试点工作的深入开展以及国家对于“十三五”市县规划改革创新的要求，提出应用全域规划的研究思路，即 立足市县城乡一体化、区域一体化以及社区网络化的发展背景和多规合一的发展要求，以市县空间发展总体规划为抓 手，在规划编制中构建“发展”与“空间”、“时间”与“目标”、“功能”与“结构”的协同关系，并从责任、法治、 效率角度出发，探索与地方分权化趋势相适应、强调边界管理、形成常态化工作机制等空间管治策略促进规划实施， 以期为新时期其他市县规划实践提供一定启发。 关键词　全域规划 ；市县规划 ；协同 ；空间管治 ；多规合一 ABSTRACT　In 2014, the city of Zengcheng of Guangdong province was established as one of the 28 national pilot cities of multiple planning integration. Based on years of continuous practice in master planning and the recent deep launching of multiple planning integration pilot task in Zengcheng, as well as the national requirements for the reform and innovation in county planning during the 13th five-year plan, this paper proposes the research framework of comprehensive planning. This framework meets the requirement of the multiple planning integration task, and is based on the background of urban-rural integration, regional integration and community networks. It takes the spatial master planning of counties as the starting point, establishing the collaborative relationship between development and space, time and target, function and structure.
