Its orig in and developm ent as w ell as the dom estic and fore ign scholars on it are summ arized. The concept of ecosystem safety includes the ecosystem health, service asw ell as risk. The summ ary and ana lysis of the estuary ecosystem safety connotation are m ade based on the studies of the ecosystem safety concept. The learning and understanding of the estuary ecosystem safety concept is the first step to valuate andm anage the estuary ecosystem.
