论文摘要 2004 年，中国政府向中国八亿农民承诺，五年内取消农业税。延续了数千 年的中国农业税政策终于走到了尽头。这是一次千年等一回的巨大变革。农业税 的终结对中国社会尤其是农村的发展将产生什么样的影响？这是很值得探讨的 问题。本文围绕取消农业税这一重大政策变革，多视点多角度多层面分析这一政 策变革对中国社会产生的影响。论文分为三个部分： 第一部分从三个历史断面论述我国古代农业税政策演变及基本特征，分析新 中国成立后的农业税基本特点。着重回顾了农村税费改革的动因、内容、成效和 存在的不足及问题。 第二部分论述取消农业税的决策过程、社会经济政治原因以及取消农业税后 的政策效应。 第三部分是本文的重点，即取消农业税对中国社会发展的影响力。从六个方 面阐述了取消农业税对中国社会以及对“三农”问题本身产生的影响。 本文的创新之处在于既立足于“三农”问题，而又不囿于“三农”问题；既 着眼于农业税政策改革，又放眼中国社会的宏观主题；同时，作者对许多问题做 出了自己的分析。当然，解决中国的“三农”问题是一个系统工程，绝非仅靠一、 二项政策的改革就能化解，取消农业税只能视作破冰之策。同时，取消农业税对 中国社会发展有积极的影响力，也不可避免地会有新的问题产生。由于篇幅所限， 对取消农业税后可能会出现的新的问题没有给予必要的关注。 关键词：农业税；政策变迁；政策终结；社会发展 Abstract In 2004, Chinese Government made the commitment to her 800 million farmers to abolish agricultural tax in five years, marking the termination of China’s agricultural tax system lasting for thousands of years and a great change once in its thousands years of history. How the termination will impact development of China’s society, especially rural area, then becomes a topic worth exploring. Themed the great policy change of abolishing agricultural tax, this thesis analyzes the change’s impact on China’s society from multiple aspects, angles and different levels. This thesis comprises of three sections: Section 1 describes changes of ancient Chinese agricultural tax policies and their general characteristics, and analyzes basic features of agricultural tax after foundation of new China in 1949 in terms of three different historical periods with focal point on reviewing motivation, contents, effect, deficiency and problem of tax and fee reform for rural area.
