论文题目：上海妇联组织参与社会管理的机制研究 学科专业：公共管理硕士 学位申请人：苏静 指导教师：商红日 中文摘要 中文摘要 中文摘要中文摘要 社会转型时期，政府由“全能型”向“服务型”转变，这使得社会结构由此 变得日益多元和立体，也给政府以外的各类社会组织走向社会管理前台提供了机 遇。我国的妇联组织作为党联系妇女群众的桥梁和纽带，是国家政权重要的社会 支柱，处于政治性和群众性相结合的特殊位置，其在承接政府转移出来的社会管 理职能中，必定会发挥出无可替代的重要作用。本文依托公共管理学中的市场失 灵和政府失灵，治理与善治理论，论证妇联参与社会管理的必要性和可行性。然 而，中国独特的政治体制和妇联组织成长历程，决定了妇联组织必须要坚持政治 性与社会性的有机结合，要从这些西方的理论中汲取有益的部分，进行组织的自 我完善。文章通过分析妇联组织的成长历程，创新性地提出了目前妇联组织中存 在的五个体制机制问题，并通过分析上海妇联组织的环境、做法及经验，结合工 作实践，提出了若干政策建议，为妇联组织承接政府转移出来的社会管理职能提 供参考和借鉴。 关键词：关键词：妇联;公共参与;社会管理;机制 关键词关键词：： Abstract At a period of social transition, the function of the Government has transformed from being versatile to being “service-oriented”, which not only makes the social structure increasingly diverse and three-dimensional, but also provides opportunities to various social organizations out of the government to be pushed to the front of social management. The Women’s Federation, as an organization to bridge the Party and the masses of women, is an important social pillar of state power, occupying a special position to combine political and mass-oriented function, which will play an irreplaceable role in undertaking the social management functions transferred out of the government. Relying on public management theories of market failure, government failure, governance and good governance, this article demonstrates the necessity and feasibility for Women’s Federation to participate in social management.
