Lei Menglin Chang’an University, Xi’an, China 摘 要 道路运输事业的快速发展、综合交通运输体系和绿色交通系统的建设以及行政体制 改革等是道路运输管理机构改革的外部环境，而道路运输管理机构存在的一系列的问 题，比如性质定位偏差、机构重叠、人员冗繁素质低下、职能交叉等问题是改革的内部 诉求。本文从机构性质、法律地位、机构设置、规格建制、职能状况、人员和财政状况 等多个角度对道路运输管理机构目前的现状进行了分析。在理论分析方面，首先通过对 事业单位概念的分析对道路运输管理机构进行合理定位，然后运用行政管理学中关于组 织结构、政府职能、政府改革等方面的理论对道路运输管理机构的改革思路进行了分析。 最后本文对改革的指导思想、步骤、方案，改革的重点难点及保障措施进行了论述。 道路运输管理机构是行政职能类事业单位，按照事业单位分类改革的指导思想，其 应该向行政机构转变，但事业单位改革是一项系统工程，其不仅仅是机构性质的变化， 改革的核心是管理职能的转变，而职能转变又会伴随着机构设置、管理体制及人事和财 政等一系列制度的变化。本文设计了道路运输管理机构改革的整体方案，其中对机构设 置、管理体制和职能调整等中心问题进行了探讨。本文的研究对于道路运输管理机构的 改革和其他行政职能类事业单位该有具有一定的理论指导意义和现实意义。 关键词：道路运输管理机构、事业单位改革、管理体制、职能转变 i Abstract The rapid development of road transport industry, the construction of the comprehensive transport system and the green traffic system, together with the administrative reform make up the external environment of the road transport management institution reform. However, a serious of problems that exist in the road transport management institution are the internal demand of the reform, such as the positioning deviation in nature, the organizational overlapping, the low quality of personnel and the overlapping functions.This paper analyses the present situation of the road transport management institution from the nature of institution, legal status, organization structure, norms institution, function, and personnel and financial situation, and so on.
