摘 要 建设社会主义新农村、统筹城乡经济社会发展、推进城乡一体化是新形势下解 决“三农”问题的根本途径。而农村房屋权属登记管理制度是当前建设社会主义新 农村、推进城乡一体化进程中备受社会关注的一个问题。农村房屋作为农村资源的 一个重要组成部分，其开发利用就成为社会各界关心和关注的重要课题。因此，本 文研究了农村房屋权属登记管理制度的创新与完善。 本文在分析了选题背景、选题意义、述评国内外相关研究成果的基础上，提 出了论文的研究思路、方法、内容和可能的创新点，介绍了农村房屋权属登记的 相关概念与特征，详尽阐述了农村房屋权属登记管理制度存在的问题及原因，并 针对前面的问题，从农村房屋权属登记制度、登记异议制度以及公开查阅制度三 个方面探讨了创新与完善农村房屋权属登记管理制度的基本途径。最后，本文还 重点论述了建立与完善农村房屋权属登记管理制度必须要解决的关键问题,包括 加强村镇建设规划、建立和健全农村宅基地使用权流转制度、建立和健全农村房 屋产权市场交易制度以及建立和完善农村社会保障制度。 总之，本文运用理论与实践相结合的方法，分析了农村房屋权属登记制度薄 弱所带来的后果，并从解决实际问题的角度出发，提出了建立统一的农村房屋权 属登记的制度体系框架，以及其他具体的对策，有利于消解农村房屋流转的制度 瓶颈，具有较强的理论价值和实践价值。 关键词：农村房屋；农村房屋权属；权属登记 IV Abstract In order to solve the problems of farmer, agriculture and rural areas in the new situation, it is essential to build the new socialistic rural areas, to plan the economic and social development of both urban and rural as a whole, and to push forward the integration of urban and rural areas. The property registration system of rural house is widely concerned in these processes. As an important part of rural resources, the rural housing and its development and utility become an important research project.
