农村文化事业资金筹集的问题和对策研究.pdf

摘 要 改革开放后，在以市场化为取向的经济体制改革的影响和推动下，农村文化事业取 得了可喜进步。特别是近几年，国家对农村文化事业的发展日益关注和重视，农村文化 事业迎来了建设与发展的良好契机。但是，农村文化事业的发展还面临着许多问题，资 金筹集成为困扰其发展的首要问题。农村文化事业资金筹集的现状为：农村地区间文化 事业筹资能力不平衡，城乡文化事业的筹资差距日益扩大。当前农村文化事业资金筹集 中存在的问题体现在以下四个方面：首先，从政府的角度看，政府对农村文化事业投入 的重视不够、对资本来源进行严格控制，实行“自上而下”投资决策机制并且政府对农 村文化事业的投入严重不足；其次，从政策法规的角度分析，政策支持的力度较弱、扶 持政策不连贯并且政策落实尚未到位；再次，从市场的角度进行分析，农村文化筹资的 市场化程度较低，农村文化单位的体制改革滞后、农民的文化消费不足；最后，从社会 的角度看，非政府组织、个人以及企业对农村文化事业的支持不足。为了农村文化事业 的顺利发展，应积极引导市场化筹资和社会捐赠等行为，建立起筹资主体多元化、筹资 方式多样化、筹资机制市场化等具有中国特色的农村文化事业多渠道筹资体系。具体途 径包括：一是建立农村文化事业筹资的制度体系；二是政府在农村公益性文化事业发展 中承担主体责任；三是完善并出台新的财税金融政策；四是拓宽农村文化的市场化筹资 渠道；五是鼓励社会对农村文化事业的捐赠。 关键词：政府；农村；农民；文化事业；筹资； I Abstract After the reform and opening-up, under the influence and impetus of market orientation of the economic restructuring, the rural cultural undertakings have made joyful progress. Especially in recent years, the country pays great attention to their development. They will welcome a good turning point of construction and development. But, the development of the rural cultural undertakings also facing many problems, fund-raising becomes the most important question. The fund-raising of rural cultural undertakings’ present situation are: the fund-raising ability of the rural cultural undertakings is uneven; the fund-raising ability of the cultural undertakings between the city and countryside is with a wide gap day by day.
