This article inspects American and Japanese governments policies and measures which aimed at resolving their native problems of the Valley of Death, points out some differences of policies between the two governments, and on this basis this article analyzes the difficulties China encountered in the innovation process, explained the causes of the phenomenon of the Valley of Death which was particularly obvious in China. In the end, this article discusses the problem of how can Chinese government improve the technology transferring ratio, and gives some principle policy recommendations. 【关 键 词】科技成果/产业化/创新/死亡之谷/中美日scientific and technical achievements/industrialization/innovation/the Valley of Death/China-America-JapanEE ????0　引言????1998年，时任美国众议院科学委员会副委员长的弗农·埃勒斯(Vernon Ehlers)指出，在联邦政府重点资助的基础研究与产业界重点推进的产品开发之间存在着一条沟壑。他将该沟壑形象地比喻为“死亡之谷(Valley of Death)”。埃勒斯认为，政府有必要在“死亡之谷”上面搭建一座桥梁，以使众多基础研究成果能够越过“死亡之谷”实现商品化、产业化[1]。????“死亡之谷”现象在我国也同样大量存在。据世界银行估算，中国的科技成果转化率平均只有15%，专利转化率只有25%，专利推广率则在10%～15%上下浮动
