All rights reserved. 0 Purpose of Survey The trend toward a declining birth rate has been accelerating rapidly in Japan, registering the lowest record of an average of 1.29 births in a woman’s lifetime in 2003. As the acceleration in the declining birth rate is closely related to many social problems, such as the economy, taxation, the labor market and community activities, the central and local governments are studying measures to deal with the issue of fewer children and promote implementation of these measures. Consolidation of kindergartens and nursery schools, which is one of these measures, is designed to create “consolidated facilities” where the functions of kindergartens and nursery schools are integrated. The government plans to start model projects in 30 locations throughout the country in fiscal 2005 (starting in April 2005) and to introduce such facilities on a nationwide basis from fiscal 2006 (starting in April 2006). In an attempt to quantitatively identify people’s views on such preschool consolidation, NRI Net Research focused on what people think about the acceleration of the trend toward fewer children, problems encountered in relation to child care, and what people expect from the measure of preschool consolidation.
