政策优惠、 经济环境影响FDI 的动态效应与区域差异 ·15 · 政策优惠、 经济环境影响FDI 的 ① 动态效应与区域差异 ———兼论我国内外资企业所得税并轨 1、2 1 祝树金 　付晓燕 (1.湖南大学经济与贸易学院; 2.中国社会科学院世界经济与政治研究所) 【】本文构 了政策优惠指数, 利用我国省际面板数据, 考察了政策优惠、 经济环境等因素吸引FDI 的动态效应和地区差异。结果表明政策优惠对FDI 的影 响显著, 但相对经济规模、 市场经济程度等经济环境因素, 其影响作用较低且不断 减弱, 这种影响效应存在动态时滞性和区域差异性。 本文还从内资企业的国际竞争 力、 区域经济增长、 国际收支和人民币升值压力四个角度论述了政策优惠的 “负效 应”, 说明了我国两税改革的必要性和时效性。 　政策优惠　外商直接投资　动态面板数据　区域差异 　F832.6　　　A Dynamic and Regional Effect of Preferential Policies, Economic Environment on FDI 　　Abstracts:This paper builds preferential policies index to reflect preferential extent of provincial policies, and inspects the dynamic effect and regional differences of preferential policies, economic environment and other factors on FDI using hina s provincial panel data. The empirical evidence shows that preferential policies have significant impact on FDI, but the impact is lower and gradually weaker compared with economic scale, market economy de- gree and other economic environment factors.The effect has the characteristics of dynamic time lag and regional differences.Meanwhile, from the four aspects including international competitiveness of domestic enterprises, regional economic growth, balance of payments and the RMB revaluation pressure, this paper systematically discusses the negative effect of preferential policies and illustrates the necessity and timeliness of tax reform in hina.
