海口市城市排水与污水处理管理办法（Measures of Haikou Municipality for the administration of urban drainage and sewage treatment） Standing Committee of the Haikou Municipal Peoples Congress (promulgated by units)(time of promulgation)(time of implementation)(failure time) Announcement No. seventh (Standing Committee) of the Standing Committee of the Haikou Municipal Peoples Congress Measures of Haikou Municipality for the administration of urban drainage and sewage treatment (adopted at the eleventh meeting of the Standing Committee of the twelfth peoples Congress of Haikou on December 29, 1999, and approved by the thirteenth meeting of the Standing Committee of the second peoples Congress of Hainan Province in March 24, 2000) Chapter I General Provisions The second chapter is planning and construction management The third chapter is urban sewage treatment The fourth chapter, facilities management and maintenance The fifth chapter, legal responsibility The sixth chapter is the supplementary provisions Chapter I General Provisions Article 1 in order to strengthen the management of city drainage and sewage treatment, protection and drainage and sewage treatment facilities in normal operation, the protection and improvement of the city environment, promote sustainable economic and social development, according to relevant national laws and regulations, with the actual city, the enactment of this approach. Article second these Measures shall be applied to the planning, construction, administration and maintenance of urban drainage and sewage treatment facilities in the administrative area of this municipality. The term urban drainage as mentioned in the present Measures refers to the acceptance and transportation of urban sewage (including industrial waste water and domestic sewage) and rainwater by means of urban drainage facilities.
