新常态背景下三峡移民的基本现状、趋势与后期扶持对策研究 　　摘要：新常态背景下，移民在异域生存发展进程中的差异化现象逐渐显现，移民后期扶持安置工作也必须适应新变化、解决新问题。以湖北省当阳市为例，从人口分布、经济水平、基本生活保障、信访问题等4个方面，分析近10年来移民的基本现状，对新常态背景下三峡移民的发展进行了趋势分析，结果发现移民生产生活方式逐步向当地居民靠拢，“移二代”所占份额逐步加大，产业结构趋向二、三产业发展，贫富差距日益明显，信访矛盾逐步向部分人群集中。从均衡发展考量，提出了强化移民参政议政能力、加大产业扶持力度、搭建创业就业平台、实行移民互帮互助、建立移民动态管理系统等移民后期扶持的对策建议。 　　关键词：新常态；三峡移民；现状；趋势；后期扶持 　　中图分类号：D632.4 文献标识码：A 文章编号：0439-8114（2016）22-6007-05 　　DOI：10.14088/j.cnki.issn0439-8114.2016.22.069 　　The Basic Situation，Trend and Countermeasures for Later-period Support of Three Gorges Migrants under Background of the New Normal 　　WANG Shou-wen1，2，LI Ling-yun1 　　（1.Institute of Law and Public Administration， The Three Gorges University，Yichang 443002，Hubei，China； 　　2.Institute of Economics， Huazhong University of Science and Technology，Wuhan 430074，China） 　　Abstract：Under the background of the new normal， the differences in development process of the migration in strange countries were gradually emerging， and the resettlement work of immigrants in later period must adapt to the new changes and solve the new problems. Taking Dangyang city of Hubei province as an example， from aspects of the population distribution， economic status， basic living guarantee， social stability， the basic situation of immigrants in the past 10 years were analyzed， and the development trend of Three Gorges migrants under background of the new normal was forecasted. The results showed that， the ways of production and life of the immigrants were gradually closing to that of the local residents， the next generation of migrants gradually increased the share， industrial structure inclined to the second and third industrial development， the gap between the rich and the poor became increasingly evident， and the contradictions of letters and visits gradually converged to part of the population.
