To govern a Nation is not to manage a multi-national corporation. Applying the Operational Management of a multi-national corporation to the Management of a Government is insufficient in national institutions and deficient in social and cultural systems. As governing a pluralistic nation is to engage in the social transformation and social engineering and to create a cultural integration and a social-cultural rationality among the peoples. Thus, the human resources are essential for the establishments of the economic development and the political stability. An operational research for the management of a government is to build three governmental hierarchies for the Management of the national productivity, of the national organization and of the society community. Its contains are to cover three (3) main categories for the business planning 企 业 规 划, the social security 社 会 保 障 and the overall strategy of government-departmental planning 整 体 国 家 的 政 治 策 略. There are three main objectives to be approached for the human resources, the social and national development: (1) Instrumental Rationality: It is the demands of skills, techniques and technologies for social and economic development. Its motive is to research for wealth by covering the business, the production and the productivity. (2) Practical Rationality: It is the demands of personality, pragmatism and creativity for the personal-behavior development and social-behavior development. Its motive is to research for the social harmony and social security through establishing of the organization, system and institution. (3) Value Rationality: It is the demands of science, great tradition and democracy for the human development,
