论文 我国保税区发展中的问题和对策.doc

中文摘要 我国保税区经过十九年的发展,取得了突出成绩,积累了成功的经验,也面临着许多问题。当前，我国经济正逐渐纳入经济全球化的格局之中,在这样的背景下,保税区如何进一步健康发展已经成为需要认真思考和回答的问题。本论文不仅是一般意义上的理论探讨，更重要的是服务于我国保税区建设实践，将保税区的发展放置于世界自由贸易区的大体系中，放置于经济全球化、区域经济一体化的大趋势下。本论文回顾并剖析了保税区的发展和现状,总结出保税区存在的共性问题，参考了世界自由贸易区的基本概念和发展经验,对世界范围内不同时期、不同区域、不同类型的自由贸易区的立法形式、设区主体、功能定位及管理体制模式进行比较研究，提出我国保税区的目标定位、功能拓展、政策调整、管理体制发展方向，对于我国现阶段进一步改革开放，推动区域经济发展具有一定的参考意义。 关键词：保税区 自由贸易区 转型升级 科学发展 Abstract Chinas bonded area had made outstanding achievements and accumulated successful experiences, also faced with many problems since 1990. At present, Chinas economy is gradually integrated into the pattern of economic globalization, and in this context, how to further the healthy development of the bonded area has become a need to seriously consider and answer. This paper is not only a general sense to explore the theory and, more importantly, to serve the construction of Chinas Free Trade Zone. Development of the bonded area will be placed on the Free Trade Area of the worlds system, placed on the economic globalization, regional economic integration of the general trend . This paper reviewed and analyzed the development and current status of the bonded area. This paper summed up common problems, referred to the world the basic concepts of a free trade zone and development experiences of different times and different regions around the world. This paper conducted a comparative study of the different types of free trade zone legislation, the management system functions and mode of Free Trade Zone. This paper pointed out the functional expansion of policy, management system development ,free trade zone legislation of Chinese bonded area. Study of this paper has a certain reference value. for Chinas further reform and opening up and regional economic development.
