学院 毕业论文（设计） 　毕业论文 　　　题　　目浙江中烟绩效管理现状问题及对策 　　　　　　指导教师 　　　　　　学生姓名 二O 一O 年 五 月 三十一 日浙江中烟公司绩效管理现状及对策的研究 摘 要 随着我国社会主义市场化经济体制改革的进一步深化，烟草业正面临着打破垄断、参与市场竞争的严峻挑战。浙江中烟作为国有企业，自成立以来的七年时间里，（尤其在合并杭州卷烟厂和浙江中烟的四年间），在国家烟草专卖政策保护下，长期以来像其他国有垄断行业企业一样靠市场垄断获取高额利润，并且已经习惯于这种“经济效益好”的经营与生活方式。但是旧有的绩效管理模式已经越发不适合现代企业的要求因此对于长期习惯于政策保护的国有垄断行业和企业来说，市场化改革的首要任务之一就是打破旧有固定模式，引入战略性绩效管理。建立竞争性科学性的绩效管理制度，从而激发员工的积极性，提高企业的最终效益。 本论文在研究浙江中烟的总体现状下，分析了浙江中烟绩效管理所存在的问题、和成因，并采取文献法与定性分析法等方法研究了战略性绩效管理的优化设计及发展，研究了适合浙江中烟所发展的绩效管理模式以及发展策略。 关键词：浙江中烟；绩效管理；现状；对策 China tobacco of Zhejiang industrial company’s present situation of Performance management and Strategy Abstract Along with our country socialist market economy further deepen the reform of the tobacco industry is facing monopolies, participate in market competition of severe challenges. Zhejiang the cigarette industrial group carries a state-owned enterprise, since its establishment in seven years, (especially in Hangzhou, Zhejiang and cigarette merge the cigarette industrial group carries four years), the state tobacco monopoly policy, long-term since, like other state-owned monopoly industries and enterprises by market monopoly, and obtain high profits have been used to this kind of good of economic operation and way of life. But the old performance management pattern already became modern enterprises request for long-term protection of state-owned monopoly to policy for industries and enterprises, the primary task of marketization reform is breaking into strategic fixed mode, performance management. Build competitive scientific performance management system, which can inspire the enthusiasm of the employees, enhances the enterprise the final benefit. This paper studies the cigarette industrial group carries in Zhejiang province, analyzes the general situation of Zhejiang under the cigarette industrial group carries performance management, and the problems and causes, and adopt the method of qualitative analysis with the literature research
